The County Administrative Board plays a key role in total defense as the highest civilian total defense authority in the county. In the Community Protection Unit, we are responsible for strategic development work within civil preparedness and operational crisis management during various types of societal disturbances and coordinate the collaborative efforts at the regional level. We work, among other things, with assignments in the areas of accident prevention, crisis preparedness, civil defense, security protection, signal protection, and climate adaptation.

About the Job
A part of this position involves the responsibility of coordinating the County Administrative Board's work with exercises and training. This includes planning, implementing, and evaluating individual exercises and training within civil preparedness, as well as maintaining a long-term training and exercise operation. You will take on the role of local exercise leader (LÖL) for the County Administrative Board in the ongoing national Exercise Total Defense, which involves coordinating the exercise at the regional level and internally for the County Administrative Board's war organization.
The other main area of responsibility is international cooperation. This is primarily within the framework of the “High North cooperation,” which is based on an agreement for collaboration between the County Administrative Boards of Norrbotten and Västerbotten and regional actors in the corresponding geographical area in Norway and Finland. In addition, the responsible officer is expected to continuously work on strengthening cross-border efforts, including collaboration with border municipalities and Region Norrbotten, across various operational areas.
Overall, the work involves contributing to coordinating activities, training, and exercises to strengthen the county's preparedness capacity. Tasks also include handling referrals and representing the County Administrative Board in various meeting contexts. You may become responsible for coordinating regional networks or working groups and participate in national or international collaborative forms.
In the unit, we have a trust-based working method, and everyone in the group is expected to find solutions and contribute to the development within various operational areas.

About You
We are looking for someone who has:
- an academic education relevant to the position in fields such as social sciences, peace and conflict studies, pedagogy, or other education combined with work experience that the employer assesses as equivalent.
- good knowledge of the Swedish crisis preparedness system and total defense.
- experience in working with training and exercises and/or experience in collaborating with various preparedness actors.
- good ability to communicate both orally and in writing in Swedish and English.
- a driver's license for passenger cars.
It is meritorious if you have:
- education in project management and/or managing development processes.
- knowledge of and experience in including gender equality and children's rights perspectives in the work.
- experience from working within the crisis preparedness system or in total defense.
- experience from international cooperation and good local knowledge of Norrbotten County.

Good to Know
- We use a six-month probationary period.
